Born and raised in St. Marys, Joe is the son of George and Wanda Daghir and has seven siblings. He graduated from St. Marys Area High School and earned a BS in Criminal Justice
from PSU. Joe began his career with Elk County as a probation officer in 1987. He advanced to assistant chief of the department most recently served as Elk County Commissioner. He was instrumental in establishing and supervising offenders in Elk County’s first Regional Treatment Court and in writing departmental policy for officer safety/use of force and in securing equipment. He founded Daghir Diagnostics in 1997. His company provided services to private industry, Federal Department of Transportation Motor Carriers, safety focused public service, drug/alcohol policy and highway safety/education with offices in St. Marys and DuBois. He is a certified criminal justice drug and alcohol counselor. Daghir married his wife Roben in 1991; they have three sons: Fr. Ben Daghir, Rev. Mr. Luke Daghir, and Nicholas Daghir. Joe is a lifelong member of the St. Mary’s Catholic Parish in St.Mary’s PA and is actively involved in the Knights of Columbus.
